粮油加工业是粮食产业的枢纽,对粮食供求具有重要的调节作用,关乎国家粮食安全。因此,当前粮油加工业产能过剩的负面影响不言而喻,而粮食收储制度作为影响粮食生产的重要因素,势必会进一步作用于粮食生产的下游产业,即粮油加工业,而目前学界对两者的研究是割裂的。本文在国内外粮食供求形势发生变化、国家粮食安全内涵有所转变的背景下,梳理国内外相关学术史动态,分析粮食收储制度改革对粮油加工业产能过剩的作用机制,旨在为实现粮油加工产业高质量发展提供政策依据。

Grain and oil processing industry is the hub of grain industry,which plays an important role in regulating grain supply and demand,and is related to national food security.The negative impact of excess production capacity has been widely proved.As an important factor afecting grain production,grain purchase policy is bound to the downstream industry of grain production,namely grain and oil processing industry.As a result,grain purchase policy would certainly further affect grain and oil processing industry.Under the background of changes in intemnational and domestic grain supply and demand,as well as changes in the connotation of national food security,this paper reviews the relevant academic historical trends at home and abroad,analyzes the mechanism of the reform of grain purchase policy on the excess capacity of grain and oil processing industry,aiming to provide policy basis for the realization of high-quality development of grain and oil processing industry.
