普及科学的粮食安全观:必要性与可行路径——由小麦青贮售卖事件谈起

Popularizing Scientific Concept of Food Security:Necessity and Feasible Path——From the Event of Wheat Silage Selling

小麦青贮做饲料是青贮饲料少量短缺时的临时性补充,属正常市场行为。然而,正常的小麦青贮行为却一度引发社会的强烈反响,有关部门的政策干预更是将这场争论引向高潮。本文立足粮食丰收的现实节点,在事件全程回顾的基础上提炼事件发生的可能逻辑。研究发现,全社会层面的粮食安全认知模糊和国民层面的粮食现状认识不足是导致小麦青贮事件发生的深层次原因。其中,国民层面的认知模糊和认识不足放大了舆论的影响力,有关部门的认知模糊更是引发了政策制定的失误。基于以上判断,确立并推广普及适合当下国情粮情的粮食安全认知势在必行。对此,理论界应重新梳理现有的粮食安全观转换目标,尽快提炼出符合现有国情粮情的、逻辑自洽的、可供推广普及的粮食安全认知,力争杜绝类似事件的再次发生。

Wheat silage is a temporary supplement when there is a small shortage of silage,which belongs to normal market behavior.However,the normal behavior of wheat silage once aroused strong social repercussions.During this period,the policy intervention of relevant departments led this debate to a climax.Based on the realistic node of grain harvest,this paper refines the possible logic of the incident on the basis of reviewing the whole incident.It is found that the basic reasons for the occurence of wheat silage are the vague understanding of food security at the whole society level and the insufcient understanding of food status at the national level.Among them,the cognitive ambiguity and lack of understanding at the national level have amplifed the influence of public opinion,and the cognitive ambiguity of relevant departments has caused mistakes in policy formulation.Based on the above judgment,this paper believes that it is imperative to establish and popularize the food security cognition suitable for the present.In this regard,the theoretical circle should re-sort out the existing goal of changing the concept of food security,and extract as soon as possible the food security cognition that conforms to the existing national conditions and food conditions,is logical and suitable for popularization,so as to prevent similar incidents from happening again.
