英国“技能战略”的新走向及启示

The New Trends and Enlightenments of Britain’s “Skill Strategy”

2021年1月英国政府公布的《就业技能:终身学习的机会和成长》白皮书更新了英国现有的技能战略。该战略既是英国对国际教育发展趋势的积极适应,也延续了其以技能战略指引技能发展的传统,同时也为解决后脱欧时代英国面临的现实技能难题和更新相关战略举措提供了方案。新的技能战略包括确立雇主主导的技能培训体系、追求高级和高等水平技能、注重教师专业能力的发展、完善技能发展的融资结构、促进技能培养的精准问责等内容,为英国未来技能的发展指明了方向。同时,也为我国技能型社会建设提供了重要启示,政府做好顶层设计、确保雇主发挥主导作用和学生就业能力和终身职业技能的培养理应成为我国技能型社会建设的优先诉求、重要内核和关键任务。

In January 2021,the British government promulgated the Skills for Jobs Whitepaper and it updateol the current skill strategies in the UK.This strategy is not only the UK’s active adaptation to the overall development trend of international education,but also the continuation of its tradition of using skills education strategies to guide skill development.At the same time,it also provides solutions to the practical skill problems faced by the UK in the post-Brexit era and to update newly related strategic measures.This strategy includes establishing an employer-led skills training system,pursuing the advanced and higher skills,focusing on the development of teachers’professional competence,reconstructing the financing structure for skill development and promoting precise accountability for skill development,which point out direction of the future development of UK’s skill system.This strategy also provides important enlightenment for the construction of China’s skill fostering.In the future,our government should do a good job in top-level design,ensure that employers play a leading role,and cultivate students’employability and lifelong vocational skills,and those three measures should respectively become the priority demand,important core and key task of China’s skilled society construction.
