一流大学一般是指一流研究型大学。在创办一流研究型大学过程中最重要的是人才而非是钱,特别是大学校长,而唯有杰出的大学校长才能胜任建设一流研究型大学的使命。一流研究型大学得以成长首先需要继承大学的文化基因,即必须以真理追求为使命,以责任担当为动力,以实验精神为导向,以有效组织为支撑,否则就没有根基,这构成了大学发展的内在逻辑。其次需要由杰出大学校长引领,优秀教授团队支撑,稳固的后勤保障和高效的管理维护,由此构成一流研究型大学运行逻辑。再次是依靠共生、互动、竞争、互补机制使特色生成,这构成一流研究型大学成长的生态逻辑。只有当内在逻辑、运行逻辑与生态逻辑相互契合时才能使一批一流研究型大学崛起。这一切就构成了一流研究型大学的生发逻辑。

First-class universities generally refer to first-class research universities.In the process of establishing a first-class research university,the most important thing is not money,but talents,especially university presidents.Only outstanding university presidents can be competent for the mission of building first-class research universities.First of all,the first-class research university needs to inherit the cultural gene of the university,it must take the pursuit of truth as the mission,take the responsibility as the driving force,take the experimental spirit as the guidance,and take the effective organization as the support.Otherwise,there will be no foundation,which constitutes the internal logic of university development.Secondly,it needs to be led by an outstanding university president,supported by an excellent professor team,stable logistics support and efficient management and maintenance,which constitutes the operation logic of the first-class research university.Thirdly,it relies on the mechanism of symbiosis,interaction,competition and complementarity to generate characteristics,which constitutes the ecological logic of the growth of first-class research universities.Only when the internal logic,operational logic and ecological logic fit one another,can a number of first-class research universities rise.All these constitute the birth and development logic of first-class research universities.
