Cultural Governmentality and University Cultural Governance

大学文化治理之所以可能,根本原因在于文化本身具有"治理性"。大学文化的"治理性"是大学文化与大学治理在相互作用的过程中彰显出来的独特治理属性和治理功能。大学文化与大学治理的基本关系主要体现为嵌入、制约和促进三种关系形式。当前,大学文化治理的困境集中表现为大学内部管理的行政化倾向、大学学术本真精神彰显不够和大学社会责任意识功利化追求。大学文化治理的关键是要凸显大学精神在大学治理中的重要价值,保障大学文化自觉转化为大学治理行为实践,并建构一种以参与、沟通、包容与信任为核心特征的大学治理文化。

The fundamental reason why university cultural governance is possible is that culture itself has"govermentality".The"govermentality"of university culture is the unique governance attribute and function revealed in the process of interaction between university culture and university governance.The basic relationship between university culture and university governance is mainly embodied in three forms of relationship:embedding,restriction and promotion.At present,the predicament of university cultural governance is concentrated in the administratization of university management,the loss of the true spirit of university academics,and the utilitarian pursuit of university social responsibility consciousness.The key to the governance of university culture is to highlight the important value of university spirit in university governance,to ensure that university culture is consciously transformed into the practice of university governance,and to construct a university governance culture with participation,communication,tolerance and trust as its core characteristics.
