粤港澳大湾区老龄产业协同发展:内在机理、实践困境和推进策略

Synergistic Development of the Ageing Industry in Guangdong-Hong Kong-Macao Greater Bay Area:Internal Mechanisms,Practical Dilemmas and Developing Strategies

基于新区域主义理论视角,探讨了粤港澳大湾区老龄产业协同发展的时代意蕴、内在机理和实践困境。结果发现:积极探索粤港澳大湾区老龄产业协同发展,既有助于提高区域内相关养老服务的服务质量,也对助推粤港澳大湾区高质量发展具有重大意义;粤港澳大湾区老龄产业协同发展是老龄产业供需两端发展和产业结构转型升级的内在要求,也是粤港澳大湾区高质量发展的基本遵循;粤港澳大湾区老龄产业协同发展的实践困境包括体制机制有待完善、产业发展不均衡问题突出、科技协同创新能力较弱、人才队伍和服务平台建设滞后等。从建立健全老龄产业协同发展新机制、构建老龄产业体系协同发展新生态、完善老龄产业协同创新发展新体系、打造老龄产业发展人才聚集新高地等四个方面,提出了优化粤港澳大湾区老龄产业协同发展的推进策略。

Based on the theoretical perspective of new regionalism,this paper explored the implications,internal mechanisms and practical dilemmas of synergistic development of the ageing industry.It is found that actively promoting synergistic development of the industry in this area not only helps to improve the quality of eldercare service,but also has great significance in promoting high-quality development of the area.The synergistic development of the ageing industry in the area is not only an intrinsic requirement of supply and demand as well as the transformation and upgrading of the industry,but also a basic guideline for the high-quality development there.The practical dilemmas of synergistic development of the ageing industry in the area are as follows:institutional mechanisms need to be perfected;unbalanced development of the industry is prominent;the scientific and technological collaborative innovation capacity is weak;and the construction of talent teams and service platforms is lagging behind.To promote synergistic development of the ageing industry in this area,this paper then proposed developing strategies from four aspects:establishing a sound new mechanism,constructing a new ecology,improving the system of innovation and development,and creating a new highland for gathering talents for the industry.
