新时代"两个十五年"的现代化强国战略周期,恰逢人口老龄化纵深发展期,人口老龄化所体现的百年未有之大变局愈演愈烈,并正在演化出"发达国家领跑、发展中国家追赶以及中国在追赶中快速超越"的多元格局,这些构成了积极应对人口老龄化上升为国家战略的时代背景。党的十八大以来,以习近平同志为核心的党中央高瞻远瞩,积极应对,从人民、国家和国际维度提出的老龄工作重要论述,体现了积极应对人口老龄化国家战略的价值意蕴,推动了新时代积极应对人口老龄化实践的创新发展。

The"two fifteen-year"strategic cycle of a modernized power in the new era coincides with the acceleration of China’s population aging.Those major changes that have not been seen in a century continue to evolve to a diversified pattern,with developed countries taking the lead,developing countries catching up,and China rapidly catching up and surpassing.All those constitute the background of the national strategy of actively coping with population aging.Since the 18 th National Congress of the Communist Party of China,the CPC Central Committee with Comrade Xi as the core has taken a long-term view,responded actively and proposed the important discourse on the work of aging from perspectives of the people,the nation and the international community.It shows the value of the strategy and promotes the innovative development of the practice of population aging.
