How to Better Allocate Beds in Public Care Facilities:A Case Study on the Evaluation and Waiting System of Public Eldercare Institutions in Guangzhou

我国基本公共养老服务经历了由增加供给数量到注重提升质量,再到探索公平分配的发展阶段。广州市利用互联网技术,建立了新的公共养老服务资源分配模式,促进了分配公平,提升了分配效率,有效提升了老年人获得感。总结和分析了广州市公办养老机构分配模式的实践创新、设计原则和理论基础,提出了推广应用的重点举措,探索政府部门在养老服务资源分配领域的具体定位。

Basic public eldercare services in China have experienced three stages of development:from increasing supply quantity to focusing on improving quality of service,and then to exploring a fair way of service distribution.Using internet technologies,Guangzhou has developed a new service allocation model in public care facilities,which has promoted distributive justice,improved efficiency,and effectively increased older people’s sense of gain.This paper summarized and analyzed innovations in practice,principles of design and theoretical basis of this model,proposed some key measures for promotion and application of the model,and then explored the positioning of government departments in terms of resource allocation of senior care services.
