体医融合居家养老服务的学理逻辑、发展现实和推进思路——基于河南省的调研

The Theoretical Logic,Current Situation and Development Strategies for Integration of Sports and Medicine in Home-based Care:Based on Survey in He’nan Province

采用文献法和逻辑思维法对体医融合居家养老服务的学理逻辑进行分析。结果发现,体医融合和居家养老服务存在着共同的价值路径。通过对河南省800名60岁及以上社区老年人进行访谈,发现河南省体医融合居家养老服务存在如下问题:政府和基层组织对体医融合居家养老服务的重要性认识不够;体育和医疗仍然存在壁垒,各行其道;社区体育指导员严重不足;没有政策、制度和管理机构上的保障,缺乏有效监督和监管。提出如下推进思路:深刻领会党中央、国务院的重要指示精神,正确认识体医融合居家养老服务的重要性;成立专门的体医深度融合的管理和技术机构,并在资金、政策和制度上加以保障;加大体医融合人才队伍建设力度,尤其是努力确保社区体育指导员的充分配给;采取政府和第三方联合的方式,对服务满意度和实际效果进行监督及评估。

Analysis on theoretical logic of the integration through literature and logical thinking method show that,a common value path exists between sports and medicine integration and home-based care.We conducted interviews with 800 older adults over the age of 60 in He’nan,and spotted several problems in the integration of sports and medicine in home-based care in He’nan.Firstly,the government and grass-roots organizations have insufficient understanding of the importance of this type of care.Secondly,barriers still exist between sports and medicine.Thirdly,there is a serious shortage of sports instructors in communities.Fourthly,there is no guarantee in terms of policies,mechanisms and management institutions,and there is a lack of effective supervision.Then we proposed several development strategies.First of all,we need to further understand the spirit of the important instructions of the CPC Central Committee and the State Council,and correctly understand the importance of the integration in home-based care.Besides,we should establish a special organ to manage this issue and provide technical guidance,and give more institutional guarantee as well as support in terms of fund and policy.Furthermore,we should promote personnel training and ensure the supply of sports instructors.Last but not least,we should encourage collaboration between the government and a third party,and promote joint monitoring and evaluation of service satisfaction and actual effects of this service.
