The Situation of Actively Coping with Population Aging During the 14th Five-Year Plan Period and National Strategic Countermeasures

"十四五"时期我国人口老龄化发展进入新阶段,呈现新特征,积极应对人口老龄化将面临错综复杂的内外部环境。"十四五"时期,应尽快将积极应对人口老龄化实质性上升为国家战略,实现战略理念的八大转变,同时在"五位一体"总体布局下,围绕"着力培育老龄社会经济发展新动能,着力推进老龄社会包容共享普惠,着力厚植老龄社会的文化自信,着力建设全龄全域全周期友好型宜居环境,着力推进老龄问题治理能力现代化,着力构建人类老龄社会应对共同体"等六大领域,具体谋划积极应对的各项战略对策。

Population aging in China will enter a new stage and show new features during the 14th Five-Year Plan(FYP)period,and will thus be confronted with complex internal and external environments.During the 14th FYP period,actively responding to population aging should be substantially incorporated into the national strategy as soon as possible and strategic ideas should have eight changes.At the same time,under the guidance of the five-sphere integrated plan,we should try hard to propose various strategic countermeasures in six key areas:creating new engines for economic development of the aging society;promoting inclusiveness and shared benefits of the aging society;cultivating cultural confidence of the aging society;building a full-cycle friendly and livable environment for people of all ages in all areas;modernizing governance of aging-related issues;and building a common community to cope with population aging.
