中国粮食安全:内涵、挑战和对策建议——基于“推进国家安全体系和能力现代化”战略视角

China's Food Security:Connotation,Challenges and Countermeasures——Based on the strategic perspective of"promoting the modernization of national security system and capabilities"

粮食安全既是“推进国家安全体系和能力现代化”的战略基础,也是中国农业发展的压舱石[1]。从古至今,粮食对于一个国家生存和发展都极为重要。在外部风险、挑战以及内部问题并存的背景下,中国粮食安全问题愈发严峻,成为学者们研究的重点。基于党的二十大报告中提出的“推进国家安全体系和能力现代化”战略指导下,来阐释中国粮食安全的新内涵,研究粮食安全面临的新挑战,同时提出现阶段解决粮食安全问题的对策建议[2]。

Food security is not only the strategic foundation of"promoting the modernization of the national security system and capacity",but also the ballast of China's agricultural development.Since ancient times,grain has been extremely important to China.Under the background of coexistence of external risks,challenges and internal problems,China's food security problem has become increasingly serious and has become the focus of scholars'research.Under the guidance of the strategy of"promoting the modernization of the national security system and capacity"proposed in the report of the 20th National Congress of the Communist Party of China,this paper explains the new connotation of China's food security,studies the new challenges facing food security,and puts forward countermeasures and suggestions to solve food security problems at the emerging stage,so as to escort the early realization of Chinese path to modernization.
