政策工具视角下我国数字乡村政策文本量化研究——基于2019-2023年的国家政策文本

A Quantitative Study of China's Digital Countryside Policy Texts from the Perspective of Policy Instruments:Based on the Analysis of National Policy from 2019-2023

数字乡村建设是推动农村经济社会转型升级,推动农业农村现代化进一步发展的重大举措。本文选取当前我国中央政府发布的数字乡村政策文本,分析其现有政策现状,有利于进一步完善数字乡村的政策体系。本文对我国中央政府发布的30份数字乡村政策文本进行量化分析,从基本政策工具和战略目标出发探讨数字乡村现有政策的问题与不足。研究发现,当前我国数字乡村政策对四种目标的关注程度存在差异,在各个模式中,还需要对政策工具的使用组合进行优化,还需要进一步强化对需求型和环保型政策工具的联合运用。进一步优化我国数字乡村的政策供给。

The construction of digital countryside is a major initiative to promote the transformation and upgrading of rural economy and society,and to promote the modernization of agriculture and rural areas into a new round.In this paper,we analyze the existing policies of digital countryside issued by the central government of China,which is conducive to further improving the policy system of digital countryside.This paper quantifies and analyzes 30 digital rural policy texts issued by the central government of China,and discusses the problems and shortcomings of existing digital rural policies from the perspective of basic policy tools and strategic objectives.The study finds that the current digital village policies in China have different degrees of attention to the four objectives,and the combination of policy tools needs to be optimized in each model,and the joint use of demand-based and environmental policy tools needs to be further strengthened.We need to further optimize the policy supply of digital village in China.
