提高我国综合国力与国际影响力,实现科技自立自强,必须把科技创新摆在国家发展全局的核心位置。从理论逻辑看,科技创新源于马克思主义科技创新观,是现实生产力飞跃的内核,贯穿于整个人类社会发展历程;从现实照映看,科技创新是立足世界百年未有之大变局的坚实支撑,是实现中华民族伟大复兴的关键一招;从历史镜鉴看,我国进行社会主义现代化建设的核心在科学技术现代化,根本途径是科技创新;从实践导向看,加强基础研究、提升国家创新体系整体效能、贯彻人才强国战略、完善科技创新体制机制、深化科技交流合作与全球治理是我国实现科技自立自强的主要路径。
