东北亚高等教育开放合作的价值、特征与进路——基于马克思世界交往理论的分析

面向东北亚开放合作对于畅通国内国际双循环、打造我国对外开放新前沿具有重要战略意义。东北亚高等教育开放合作不仅是推进我国高等教育高水平对外开放的重要内容,也是构建高等教育命运共同体、建设国际化人才高地的必然要求。当前,东北亚高等教育开放合作稳步推进,体现出开放性、合作性和时代性等明显特征。东北亚高等教育实现开放合作的进路在于:以马克思世界交往理论为指导,在面向东北亚开放合作中笃定扩大开放信念,构筑东北高等教育对外开放新高地;锚定高质量发展,提升高等教育开放的协作和管理水平;依托国际合作项目,为东北亚高等教育开放合作注入新动能;聚焦科教资源优势,构建高水平高等教育对外开放体系。

Opening up and cooperating with Northeast Asia is of great strategic significance for promoting domestic and international circulation and building a new frontier of China's opening-up to the outside world.The opening up and cooperation of higher education in Northeast Asia is not only an important part of promoting China's high-level opening-up of higher education to the outside world,but also an inevitable requirement for building a community with a shared future for mankind and an international talent highland.Currently,the open cooperation of higher education in Northeast Asia is steadily advancing,reflecting obvious characteristics such as openness,cooperation,and timeliness.Openness and cooperation of higher education in Northeast Asia are the followings.Guided by Marxist theory,we firmly believe in expanding openness and cooperation with Northeast Asia and build a new highland to open up higher education in Northeast China to the outside world;Anchoring high-quality development and enhancing the level of collaboration and management in higher education openness;By relying on international cooperation projects,inject new momentum into the open cooperation of higher education in Northeast Asia;Focusing on the advantages of scientific and educational resources,we will build a high-level system for opening up higher education to the outside world.
