民国时期学前教育政策的变迁:历程、逻辑及启示

摘要 民国时期学前教育的发展是中国教育现代化进程中一个重要阶段。民国时期学前教育政策因时而变、因势而动,经历了酝酿与萌生、改革与发展、探索与拓展三个阶段。在这一过程中,学前教育政策逐步完善与定型。民国时期学前教育政策变迁呈现出价值取向由“工具本位”向“以人为本”迁移、政策目标从“重保轻教”向“保教兼重”转变、政策历程从“仪型他国”到“本土创新”演进的发展逻辑。民国时期学前教育政策对当前学前教育政策的制定与实施及促进教育的改革与发展具有一定的理论价值与实践价值。 The development of preschool education during the Republic of China period was an important stage in the modernization process of China's education.The policies of preschool education during this period changed according to the times and circumstances,experiencing three stages:incubation and emergence,reform and development,exploration and expansion.During this process,preschool education policies gradually improved and standardized.The changes in preschool education policy during the Republic of China period show a progression from a focus on“tool oriented”to“people-oriented”,a shift in policy objectives from“care over education”to“balanced care and education”,and a development pattern from“modeling after foreign countries”to“local innovation”.The changes in preschool education policy during the Republic of China period have theoretical and practical values for the formulation and implementation of current preschool education policies,as well as for promoting educational reform and development.
