英、澳高等教育质量风险评估机制比较分析

摘要 高等教育质量保障体系的持续改进是维护高等教育学术标准和提升学生学习体验的基石。英国和澳大利亚两国把风险管理理念引入其高等教育质量保障体系,在实践中分别实施了基于风险的高等教育复核评估和对高等院校教育质量的风险评估。为适应以人才培养质量为导向的我国高等教育质量保障体系现代化建设的需要,结合对英、澳两国高等教育质量风险评估机制的比较分析,我国应采取相应措施:建立风险评估机制,健全高等教育质量保障体系;加快高等教育数据统计平台建设,减轻入校审核给高校带来的负担;注重学生学习体验,提升学生在质量风险评估中的参与度。 The continuous improvement of the quality assurance system is the cornerstone of maintaining the academic standards of higher education and improving students'learning experience.Introducing the concept of risk management into the assurance system,the UK and Australia have implemented risk-based review and risk assessment for the quality of higher education.In order to meet the needs of a modernized quality assurance systemfor higher education in China which aims at cultivating talents,based on the comparative study of the risk assessment regimes in Britain and Australia,our country should take corresponding measures,such as establishing risk assessment system to improve the quality assurance system;building digital platforms to alleviate universities from the burden of on-campus audits;focusing on students'learning experiences,increasing the involvement of students in risk assessment.
