代表性成果评价制度的实践考察与完善探析

摘要 代表性成果评价制度的完善是深化新时代教育评价改革的重要环节,有助于提升高等教育治理能力与决策能力,以及建构学科体系与学术体系。代表性成果评价面临中微观制度建构与价值发现作用不足、指标无法适应最新科技成果评价的需求、评价结果的权威公信力有限、过程评价与程序规范性不足和评价主体的能力局限等疑难问题。面对这些问题,代表性成果评价需要积极采取建构学术共同体及良性评价文化,完善利益冲突等评价程序,制定分类分级、学术创新力与影响力、新型成果等客观审查标准,构建多元评价主体,以及采取数据监测优化过程评价等策略。 Improving the representative achievement review system is a key component of deepening the reform of education review in the new era,which helps to enhance the governance and decision-making capabilities of higher education institutions,as well as construct disciplinary and academic systems.Meanwhile,it faces a series of challenges,such as low efficacy and insufficient institutionalized specifications in micro and meso level,indices that fail to effectively evaluate the latest scientific and technological achievements,limited credibility in review results,inadequate process review,lack of standardized procedures,and limited ability of the reviewers.To cope with these challenges,academic communities and positive environment for review should be built;procedures should be modified to better address such problems as conflicts of interest,objective criteria should be established for classifying and grading,defining academic innovation and new types of academic achievements,and measuring influence;reviewing teams should be composed of more diversified personnel;and strategies such as data monitoring to optimize process reviews should be adopted.
