农村土地流转是农业现代化的必由之路。湖南省双峰县土地流转面积不断扩大,流转形式以代耕为主,流转活跃度、流转收益差异较大,流转经营出现多样化特征。影响土地流转的因素有思想观念、风险意识、流转收益、政府的介入程度等。政府要做好土地流转的宣传教育工作,切实转变农民的传统观念;积极作为、形成共识,要做好促进土地流转的基础性工作,形成较为完善的土地流转机制,促进土地流转规范有效;要科学规划、创新模式,引导农民走上现代化发展道路。

Rural land transfer is the only way to modernize agriculture.The area of land transfer in Shuangfeng County is constantly expanding.The form of land transfer is dominated by farming,and there are large differences in the vitality and revenue of land transfer,and the operation of land transfer shows diversified characteristics.Factors that affect land transfer include ideology,risk awareness,transfer benefits,and government involvement.The government shall do a good job in propaganda and education of land transfer,and effectively change the traditional concept of farmers;the government should also actively act and form a consensus,to promote the basic job for land transfer,form a relatively complete land transfer mechanism,and promote effective and standardized implementation of land transfer;scientific planning and innovative models shall be applied to guide farmers on the road to modern development.
