化工园区安全生产管理机构专业能力提升探讨

Discussion on improving professional ability of work safety management institutions in chemical industry parks

为提升化工园区安全生产管理机构专业能力,对化工园区的生产安全风险特征、现有管理模式、专业监管机构能力提升进行分析讨论。研究结果表明:化工园区面临新建化工企业的项目、园区内企业新建改建扩建项目、道路运输、园区内燃气、电力安全等安全生产监督管理需求;化工园区内现有的安全生产管理机构应以化工安全为主体,结合园区安全风险特征配备建筑施工安全、道路运输安全、燃气和电力运输安全等方面的监管人员;化工园区内的安全生产管理机构依据级别、安全风险管理需求、自身管理特征等,通过新增编制、劳务派遣、第三方服务等方式建立专业性强的安全生产管理队伍,是降低园区安全风险的重要举措。研究结果可为化工园区安全生产管理机构专业能力提升提供理论支撑。

In order to enhance the professional ability of the work safety management institutions in the chemical industry parks,the work safety risk characteristics,existing management modes,and the ability improvement of professional supervision institutions of the chemical industry park were analyzed and discussed.The results show that the chemical industry park faces the work safety supervision and management requirements such as new chemical enterprise projects,new construction,reconstruction and expansion projects of enterprises in the park,road transportation,gas and power safety in the park,etc.The existing work safety management institutions in the chemical industry park should focus on chemical safety as the main body,and equip supervisors in the areas such as construction safety,road transportation safety,gas and power transportation safety,based on the safety risk characteristics of the park.The safety production management institutions within the chemical park,based on their level,safety risk management needs,and their own management characteristics,establish a professional safety production management team through new staffing,labor dispatch,third-party services,and other methods,which is an important measure to reduce safety risks in the park.The research results can provide theoretical support for the improvement of professional ability of work safety management institutions in chemical industry parks.
