摘要
为了更好地掌握浙江省地质灾害的成灾特点以便提出更科学、合理的防灾减灾对策。针对近年来频发的地质灾害对浙江省经济社会可持续发展带来的严峻挑战,系统梳理浙江省地质灾害的孕灾背景和成灾特征。研究结果表明:浙江省域内地形陡峻起伏、降雨丰沛集中、地层复杂破碎、城镇化建设迅速等,为地质灾害的孕育提供了绝佳条件;同时,浙江省地质灾害还存在着分布广、规模小但损失往往严重,呈现链生性和群发性,早期识别难度大,受强降雨影响强烈等特点。结合浙江省地质灾害的成灾特征和当前的防灾减灾对策,提出进一步优化地质灾害的监测预警系统,强化地质灾害的超前判识体系,细化地质灾害的应急管控措施,创新地质灾害的综合防治理论,从而为浙江省地质灾害的防灾减灾提供科学参考。
Aiming at the severe challenges brought by the frequent geo-hazards to the sustainable economic and social development in Zhejiang Province,this paper systematically sorts out the formation conditions and generating characteristics of geo-hazards.The results show that due to the steep and undulating terrain,abundant and concentrated rainfall,complex and fragmented strata,and rapid urbanization construction,Zhejiang has become one of the provinces most seriously affected by geo-hazards in China.In addition,the geo-hazards in Zhejiang Province have the characteristics of wide distribution,small scale but often leading serious losses,forming as a disaster chain,and strongly influenced by heavy rainfall.Combined with the characteristics and the current disaster prevention and mitigation countermeasures of geological disasters in Zhejiang Province,it is necessary to further optimize the monitoring and early warning system,strengthen the advanced identification system,refine the emergency management and control measures,and innovate the comprehensive prevention and control theory of geo-hazards,which may provide scientific reference for the prevention and mitigation of geological disasters in Zhejiang Province.
