婴幼儿照护服务机构职能转型升级的思考

随着"全面二孩"生育政策的实施,0~3岁婴幼儿托育供需矛盾日益凸显。影响现有照护服务机构充分发挥职能的因素有很多,而服务延展性不足、服务定位狭窄、师资专业水平不高是其中重要因素。为此,应整合社会资源、构建多形式并存的照护服务供给体系;采纳多元化的照护服务供给形式;探索职业化培训体系、加快师资专业化建设,以期能有效缓解托育供需矛盾,推动新生育政策的全面实施。

With the implementation of the"two-child policy",the contradiction between the supply and demand of childcare for 0-3-year-old infants has become increasingly prominent.There are many factors that affect the full functioning of existing nursing service institutions,among which the malleability of services,narrow service positioning and low professional level of teachers are important factors.Therefore,it is necessary to integrate social resources and construct a multi-form coexisting care service supply system;adopt diversified forms of provision of care services;explore professional training system and accelerate the construction of professional teachers.It can effectively alleviate the contradiction between supply and demand of childcare and promote the full implementation of the new birth policy.
