朝阳水资源开发利用存在的问题及对策

Problems and countermeasures in the development and utilization of water resources in Chaoyang

为有效解决朝阳水资源开发利用中的问题,促进朝阳经济社会高质量发展,分析了朝阳水资源问题产生的主要原因,并针对水资源总量不足、开发方式不科学、利用效率低、管理存在漏洞等问题,提出了进一步落实"东水西调"工程、创新开发方式、提高利用率、实施全方位综合治理等解决对策,为合理开发、科学利用和依法保护朝阳水资源提供依据.

In order to effectively solve the problems in the development and utilization of the water resources in Chaoyang and promote high-quality development of Chaoyang economic society,we analyzed the main reasons for the problems of Chaoyang water resources.In view of the problems such as insufficient water resources,unscientific development methods,low utilization efficiency,management loopholes and so on,we proposed some countermeasures,including further implementation of the″East-to-West Water Diversion″project,innovation of development methods,improvement of utilization rate and implementation of all-round comprehensive treatment,which provide a basis for rational development,scientific utilization and legal protection of the water resources in Chaoyang.
