区域居民购房能力与科技人才集聚关系研究 被引量:5

Research on the relationship between the purchasing ability of regional residents and the gathering of scientific and technological talents——The threshold effect test based on the coupling of innovation ecology

摘要 随着创新作用的日趋凸显,构建富有活力的创新生态系统逐渐上升至战略议题。作为信息与知识的重要载体,科技人才对创新生态的发展起着至关重要的作用。从创新生态维度探讨区域居民购房能力对科技人才集聚产生的影响,结果表明:(1)区域居民购房能力与科技人才集聚间存在倒U型关系,部分中西部地区的住房成本降低并不能有效促进科技人才集聚。(2)相比房价,区域工资水平是购房能力正向驱动科技人才集聚的关键因素。(3)随着区域创新生态建设的成熟,居民购房能力的提升对科技人才集聚产生的正向作用逐级递增。(4)购房能力提升对于高技术企业与普通工业企业科技人才集聚影响存在不同,由区域住房成本降低而产生的引力作用在前者上表现出更为显著的可持续性。 With the increasingly prominent role of innovation,building a vibrant innovation ecosystem has gradually risen to a strategic issue.As an important carrier of information and knowledge,scientific and technological talents play a vital role in the development of innovation ecology.Existing studies have shown that while there is a non-one-way relationship between housing prices and the number of regional scientific and technological talents,it also implies a more complex relationship between innovation and development.Most of the literature focuses on the impact of housing prices on labor migration and structure,and few get involved in the field of scientific and technological talents,and there is a lack of inquiry into the heterogeneity of scientific and technological talents.Moreover,scientific and technological talents show different agglomeration characteristics according to the level of regional innovation coupling.In the process of research on the relationship with other economic variables,they also need to be investigated in the context of a specific innovation ecology.Therefore,this article uses the entropy method to calculate the regional innovation ecological index based on the current situation where the salary of scientific research personnel is concerned,and discusses the influence of the ability of regional residents to buy houses on the accumulation of scientific and technological talents.The results show that:(1)There is an inverted U-shaped relationship between the ability of regional residents to buy houses and the concentration of scientific and technological talents.The reduction of housing costs in Xinjiang,Inner Mongolia,Guizhou,Shanxi,Hunan and other places cannot effectively promote the agglomeration of scientific and technological talents(2)Based on wages and housing prices The interactive effect test results show that compared with housing prices,the regional wage level is a key factor that positively drives the accumulation of scientific and technological talents in the index of housing purchasing ability.(3)With the improvement of the regional innovation ecology,the improvement of residents’ability to buy houses has a positive effect on the accumulation of scientific and technological talents.(4)The increase in housing capacity has different impacts on the accumulation of scientific and technological talents in high-tech industries and industrial enterprises.The gravitational effect caused by the reduction of regional housing costs shows more significant sustainability in the former.Based on the conclusions obtained,the following three policy enlightenments are summarized and put forward.First,adhere to the talent policy formulation guidelines based on local conditions and differentiation.Second,improve the construction of regional innovation ecology and broaden the channels for high-skilled manpower regulation.Finally,according to the different industrial foundations and priorities,the R&D talent team should be dislocated to promote the upgrading of the regional industrial structure and the transformation of kinetic energy.In short,while improving the salary of scientific research personnel,improve the scientific research and innovation ecology,and finally realize the matching of regional talent needs and personal residency willingness.Regarding the discussion of the agglomeration of scientific research talents,this research extends from the traditional industrial structure,human capital,public services and other related economic factors to the field of innovation.While further broadening the research on scientific and technological talents and housing prices,it aims to provide regional innovation,talent,Provide reference for the formulation and coordination of real estate policy.
