郝柏林论基础研究的重要性与管理得失

The Thoughts of Hao Bai-lin on the Importance of the Fundamental Research and Success and Failure of Relative Management

郝柏林院士是我国著名理论物理学家,在投身专业科学研究的同时,他怀着高度的责任心关注国家科技发展。在他看来,强大的自然科学基础研究是我国科技良好发展、独立掌握关键核心技术的前提条件,因此重视自然科学的基础研究应确立为我国科技发展的基本策略。然而在我国自然科学基础研究却长期得不到应有的重视。郝柏林院士深入研究中国传统文化和我国科技发展史,从中探索不利于科技发展的各种因素,总结宝贵的经验与失误的教训,在此基础上他几十年来为国家的科技发展积极地进言献策,直言不讳地表达自己的看法与意见。他认为对于自然科学基础研究的错误认识、不符合科技发展规律的干扰性“指导”,是妨碍中国自然科学基础研究顺利发展的重要原因,并进而导致在若干重要领域,我们至今仍未掌握关键的核心技术。

Academician Hao Bolin was a famous theoretical physicist in China. While devoted himself to professional scientific research, he always paid close attention to the development of science and technology in China with a high sense of responsibility. In his view, the strong basic research of natural sciences is the precondition for the favorable development of science and technology so that to master the key core technologies. Therefore, to value the fundamental research of natural science should be treated as the basic strategy for the development of science and technology in China. However, the fundamental research of natural sciences in China has not received due attention for a long time. Academician Hao Bai-lin thoroughly and deeply studied the traditional culture of China and the history of the development of science and technology in New China, to explore various factors that were not conducive to the development of science and technology, and also to sum up valuable experience and the lessons from mistakes. Based on these works, he provided more suggestions actively to promote the development of science and technology of China for decades. He always expressed his views and opinions bluntly. In his view, the misunderstanding to fundamental research of natural sciences and the disturbing “guidance” are important reasons to hinder the development of basic research of natural sciences in China, and furtherly to lose the ability to master key core technologies in some important areas.
