面对自媒体语境下突发公共实践网络谣言呈现出的典型特征,需要对科学评价网络谣言传播强度的理论框架进行重构。通过揭示突发公共事件网络谣言传播生成机制,并从注重培养网民理性意识和信息素养、突出政府制度设计角色和强化自媒体平台自律监管职责三个维度构建逻辑严密的社会协同治理体系。这对于规制消解自媒体时代的突发公共事件网络谣言具有重要作用。

In the face of the sudden rumors,it is necessary to reconstruct the theoretical framework of the Internet rumors.This paper reveals the generation mechanism of Internet rumors of public emergencies,and constructs a logical social collaborative governance system from three dimensions:focusing on cultivating rational awareness and information literacy of netizens,highlighting the role of government system design and strengthening the self-regulation responsibility of we media platform,which plays an important role in regulating and eliminating the Internet rumors of public emergencies in the We-media era.
