基层乡镇政府在突发事件应急管理中的问题与对策研究

Problems and Countermeasures in Emergency Management of Grass-roots Township Government

突发事件应急管理中的乡镇政府作为与人民群众最为贴近的应急管理主体,是我国最基层的政权机关。乡镇政府在积极预防和应对各类公共危机事件中保持了一定的趋向好转的态势,但也存在着应急管理意识薄弱、应急物资缺乏、人力财力有限、部门间缺乏有效的沟通协调等主客观问题。基于乡镇应急管理现状分析提出:按照属地管理原则,明确职责,积极响应现实需求;强化应急管理责任意识,完善应急管理人员配置,落实经费保障;提高应急响应效率,加强乡镇地区应急联动机制建设等。通过以上措施切实提升基层政府治理能力现代化水平。

The township government,as the main body of emergency management closest to the people,is the most basic political organ in China.Township governments have maintained a trend of improvement in actively preventing and responding to various public crisis events,subjective and objective problems still exist such as weak awareness of emergency management,lack of emergency materials,limited human and financial resources,and lack of effective communication and coordination between departments.Based on the analysis of the current situation of township emergency management,this paper puts forward that based on the principle of territorial management,we should clarify the responsibilities,actively respond to the actual needs,strengthen the sense of responsibility for emergency management,improve the allocation of emergency management personnel,implement the funding guarantee,improve the efficiency of emergency response,and strengthen the construction of emergency linkage mechanism in township areas,so as to improve the modernization level of governance capacity of grass-roots government.
