摘要
从服务设备、服务场景、服务过程三方面特种设备安全服务质量进行了描述,并以此为出发点,结合特种设备相关的标准、规范、条例等内容,建立了特种设备安全服务质量的两级评价指标体系。使用组合权重法和灰色聚类法分别对各指标进行了权重评价和聚类分析,进而依据指标体系的分析评价结果使用模糊综合评价法得到特种设备安全服务质量结果。最后,以杭州市某客运索道为例进行了验证。结果表明,此方法能够对特种安全服务质量水平进行评价,并明晰特种设备安全服务质量水平的组成结构,有助于特种设备监管和运营单位提出改善措施,提高我国的特种设备安全服务质量水平。
Aiming at the evaluation of safety service quality of special equipment,this paper describes the safety service quality of special equipment from three aspects of service equipment,service scene and service process.And based on this,establishes a two-level evaluation index system of safety service quality of special equipment in combination with relevant standards,specifications and regulations of special equipment.Combined weight method and grey clustering method are used to evaluate the weight and cluster analysis of each index respectively,and then according to the analysis and evaluation results of the index system,fuzzy comprehensive evaluation method is used to obtain the safety service quality results of special equipment.Finally,a passenger ropeway in Hangzhou is taken as an example to verify the method.The results show that the method can realize the evaluation of special safety service quality,clarify the composition structure of special equipment safety service quality level,and help the special equipment supervision and operation units to put forward improvement measures and improve the safety service quality level of special equipment in China.
