核产业项目的公众接受性研究

Research on Public Acceptance of Nuclear Industry Projects

在风险项目的实施日益受到公众态度影响的背景下,公众接受性研究也日益兴起。有关研究成果目前主要集中在接受性影响因素的分析框架和理论、接受性提高的对策等方面,而最具基础性的“公众接受性现状”则鲜有清晰展示和深入描述。在梳理国内外有关核产业公众接受性现状研究的基础上,通过对我国某核工业基地开展的经验研究,重点讨论了对公众接受性的多角度测量与评估,发现公众对核产业的接受性是一种复杂态度和矛盾心理的呈现,而非简单的接受或不接受。并且以有条件的接受作为效益最大化的取舍,是公众在风险项目接受问题上所作出的一种理性选择。

In the context of risk projects is increasingly affected by public attitudes,the research on public acceptance is also emerging.At present,the relevant researches mainly focus on the influencing factors,theory and the improving countermeasures of public acceptance,while the most basic“current situation”is rarely clearly and deeply displayed.Based on the public acceptance of nuclear energy at home and abroad,we make empirical research on a nuclear industry base in China,and focus on the multi angle measurement and evaluation of public acceptance.It is found that public acceptance is a complex attitude and contradictory psychology,rather than simply accept or not accept.Moreover,it is found that conditional acceptance of risky projects is a rational choice for the public to pursue maximum benefits.
