智慧城市建设对高新区企业发展影响评估

Impact of Smart City Construction on the Development of the Enterprises in High-tech Zones

聚焦高新区这一特定空间范围,检验智慧城市建设以及建设试点模式异质性如何影响区域内企业发展的问题,为促进数字驱动企业高质量发展提供经验证据。基于2003—2019年中国88个国家高新区面板数据,采用双重差分法和合成控制法研究发现:智慧城市建设试点政策对高新区企业发展的促进作用有待进一步提升;仅在高新区进行智慧城市建设并不一定比在更大空间范围进行试点的效果更好;智慧城市建设促进合肥高新区企业的总收入提升但降低企业的净利润,对长春、青岛高新区企业的总收入和净利润均为负向影响。根据研究发现,提出今后针对重干预轻市场、重硬件建设轻应用、重项目轻规划和重当下轻长远等智慧城市建设中的问题应分别有所侧重地加以改进,包括改善制度环境、贯彻“以人为本”的价值目标以及做好顶层设计等。

Focusing on the specific spatial scope of high-tech zones,this paper examines how the construction of smart cities and the heterogeneity of construction pilot modes affect the development of enterprises in the region,and provides empirical evidence for promoting the high-quality development of digital-driven enterprises.Based on the panel data of 88 national high-tech zones in China from 2003 to 2019,it adopts the difference-difference method and synthetic control method and finds that,the promoting effect of smart city construction pilot policy on the development of enterprises in high-tech zones needs to be further improved;building smart cities in high-tech zones alone is not necessarily better than piloting in a larger space;smart city construction promotes the total revenue of enterprises in Hefei high-tech zones to increase but decreases the net profit of enterprises,which has a negative impact on the total revenue and net profit of enterprises in Changchun and Qingdao high-tech zones.According to the findings of the research,it is proposed that the problems in the construction of smart cities should be improved with some emphasis in the future,such as emphasizing intervention over market,emphasizing hardware construction over application,emphasizing project over planning and emphasizing the present over long-term,including improving the system environment,implementing the value goal of"people-oriented"and improving top-level design.
