欧洲大科学商业论坛的制度经验及对我国的政策启示

Institutional Experience and Policy Implications of the European Big Science Business Forum and Its Enlightenment to China

摘要 我国目前仍以传统模式作为发展大科学的主要制度载体,容易抑制以大科学为基础的产业发展与技术创新所需的跨边界合作,因此,以2022年欧洲大科学商业论坛(BSBF 2022)为例,主要从俱乐部制、集聚效应和供需信息对接3个方面分析其发展大科学商业化的制度经验。分析显示:BSBF的主办单位充分彰显了国家主导特点,大科学组织主要面向其成员国进行招标采购;通过跨国采购带来大科学技术集聚的规模效益,同时带来大科学组织产业政策资源集聚;通过提供详尽的有关采购计划、投资项目、技术转移和知识产权等方面的信息,以及设立B2B/B2C会议等制度,支持实现大科学技术供需信息有效对接。根据研究发现,提出我国探索建立大科学俱乐部制度、大科学产业政策和大科学市场制度等政策建议。 At present,China still takes the traditional model as the main institutional for the development of big science,which restrains the cross-border cooperation required for the industrial development and technological innovation based on big science.Therefore,taking the European Big Science Business Forum 2022(BSBF 2022)as an example,its institutional experience in the development of big science commercialization from three aspects is analyzed,which are club system,agglomeration effect and supply and demand information docking.The main findings are as follows:(1)The sponsors of BSBF fully demonstrate the national leading characteristics,and major scientific organizations mainly conduct bidding and procurement for their member countries.(2)Through global sourcing,the scale benefits of the agglomeration of big science technology will be brought,and the industrial policy resources of big science organizations will be gathered at the same time.(3)By providing detailed information on procurement plans,investment projects,technology transfer and intellectual property rights,as well as setting up B2B/B2C conferences and other systems,they support the effective docking of supply and demand information of big science technology.According to the above findings,policy suggestions are put forward on the establishment of big science club system,the big science industrial policy and the big science market system in China.
