基于新安法的高校实验室安全责任体系建设与探索

Construction and Exploration of University Laboratory Safety Responsibility System Based on the New Safety Law

随着高校“双一流”建设和科研加速推进,各类实验室增建扩建,实验设施种类不断增多,创新性研究不断增加。随着新安法实施,教育部下达各类安全管理要求,高校实验室安全工作面临着新形势和新要求。建立实验室安全责任体系是基础,在分析责任体系现状基础上,建立了“三级联动五到位”的高校实验室安全责任体系。具体为以学校、二级单位、实验室三级联动责任体系为基础,建立校院两级实验室安全工作委员会,细化校院实验室三级联动安全责任,完善各类人员、促进队伍建设,确保培训资金双到位、安全管理有保障,创新学校检查模式等具体举措,实现责任到位、资金到位、人员到位、督查到位、培训到位——五到位,保障责任体系有效地实施。

With the acceleration of the"double first-class"construction and scientific research in colleges and universities,the construction and expansion of various laboratories,the types of experimental facilities and innovative research are increasing.At the same time,with the implementation of the new safety law,the Ministry of Education has issued various safety management requirements,and the safety work of university laboratories is facing new situations and new requirements.The establishment of the laboratory safety responsibility system is the basis.Based on the analysis of the current situation of the responsibility system,a three-level linkage and five in place college laboratory safety responsibility system has been established.Specifically,on the basis of the three-level linkage responsibility system of schools,secondary units and laboratories,specific measures such as establishing two-level laboratory safety work committees of schools and institutes,refining three-level linkage safety responsibilities of schools,institutes and laboratories,improving various personnel,promoting team building,providing both training funds,ensuring safety management,expanding ideas,innovating school inspection modes,etc.are taken to achieve full responsibility,full funds,full personnel and full supervision training in place-five in place to ensure the effective implementation of the responsibility system.
