摘要
科技是推动经济跃升的核心动力,科技成果转化则是实现高质量发展的关键路径。近年来,西安市积极响应国家创新战略,出台系列政策破除发展桎梏,成效初显。鉴于西安市拥有丰富的科技资源,但大量科技成果未能有效转化为地方生产力,本研究采用多案例研究方法,深入剖析西安市4个具有代表性的科技成果就地转化模式。通过对比分析,提炼各模式的特征,并揭示科技成果就地转化的内在逻辑与发展规律,为其他地区提供可借鉴的成功经验。此外,针对科技成果就地转化过程中存在的现实障碍,本研究创新性地构建“高校—政府—企业—中介”四螺旋协同互动模型,提出多维度改进策略,旨在强化科技成果本土转化效能,助力科技强国与创新驱动发展战略。本研究不仅为西安乃至全国的科技成果转化提供了理论支撑与实践指南,还贡献了促进科技成果高效转化的“西安模式”。
Science and technology are the core driving force for economic leapfrogging,while the transformation of scientific and technological achievements(STA)represents is the pivotal path to achieving high-quality development.In recent years,Xi'an has actively responded to the national innovation strategy by implementing a series of policies to break the shackles of development,and the results are beginning to show.Xi'an has rich scientific and technological resources,but a large number of STAs have not been effectively transformed into local productivity.Given that,this study adopted a multi-case study method to deeply analyse four representative models of local STA transformation in Xi'an.Through comparative analysis,the characteristics of each model would be refined and the internal logic and development patterns of local STA transformation would be revealed,so as to provide successful experiences for other regions to learn from.Furthermore,to address the practical obstacles in the process of local STA transformation,this study innovatively constructed a four-helix collaborative interaction model involving'universities-government-enterprises-intermediaries'and proposed a multi-dimensional improvement strategy,aiming to enhance the effectiveness of local STA transformation and support the strategy of building a technology-powered nation and innovation-driven development.This study not only provided theoretical support and practical guidance for STA transformation in Xi'an and nationwide,but also contributed the"Xi'an Model"of promoting the efficient STA transformation.
