社区治理的理论研究与实践发展何处“脱节”?——基于2013~2021年文献、政策和实验区的研究

Gap between the Theoretical Research and the Practical Development of Community Governance——Based on the Literature,Policy and Experimental Area from 2013~2021

自中国共产党第十八次全国代表大会(以下简称“十八大”)召开后的2013年以来,社区治理理论发展不断完善,实践成果日益丰富。但我国社区治理理论研究和实践发展长期存在“脱节”现象,理论与实践的不同步制约了社区治理现代化发展。为了回应社区治理理论研究与实践发展何处“脱节”这一问题,本研究采集了十八大召开以来(2013~2021年)我国社区治理相关文献、国家政策文本和全国社区治理实验区管理机制文件,进行文本内容分析,梳理三者发展脉络,对比发现理论研究与实践发展之间的“滞后性”、“中断处”和“割裂点”,发现理论研究相比实践发展存在明显的“脱节”。理论研究应该密切关注政策实践的发展动态和热点话题,强化理论探究的延续性,以实现理论与实践发展的并驾齐驱,加快社区治理现代化进程。

Since the 18th CPC National Congress(hereinafter referred to as"the 18th Congress")in 2013,more efforts have been made to improve the theory of community governance and practical achievements have increased.However,there is a huge gap between the theoretical research and the practical development of community governance in China,which restricts the modernization of community governance.To find out the exact gap,we collected and analyzed the relevant literature,national policy texts and the contents of the national community governance experimental area from 2013 to 2021,comparing the development of theory,practice and experimental area.We find that there is a significant"gap"between theory and practice featuring"lagging behind","break point"and"split point".Theoretical research should pay close attention to the development of policy practice and topic of general interests,and strengthen the continuity of theoretical inquiry,so as to realize the parallel development of theory and practice and accelerate modernization of community governance.
