摘要
随着信息和通信技术的发展,数字经济成为带动社会经济发展的重要引擎。数字经济在我国应对2020年突发新冠肺炎疫情中发挥了重要作用。为研究数字经济的发展机理和未来发展政策,本文首先梳理了数字经济对社会经济的影响机理,然后从助力高效精准抗疫、促进新业态发展、新模式保障经济社会有序运转、开创新型就业方式与提升社会福利等角度具体分析了数字经济对社会经济的保障作用。研究发现,数字经济具有显著的网络效应,能够有效降低社会经济交易成本,促进经济增长和社会变革。中国社会正处在数字经济发展历程的数字网络及数字社会阶段,本文建议我国需要加强数字基础设施建设,缩小区域数字经济鸿沟,并充分发挥数字化赋能平台作用。
With the development of information and communication technology,digital economy has become an important engine to drive social and economic development.The digital economy played an important role in China’s response to the sudden outbreak of COVID-19 in 2020.In order to study the development mechanism and the future development policy of digital economy,this paper first combs the influence mechanism of digital economy on social economy,and then analyzes the role of digital economy in safeguarding social economy from the perspectives of helping efficient and accurate anti-epidemic,promoting new business forms,using new models to ensure the orderly operation of economy and society,creation of new employment ways,and promotion of social welfare.It is found that digital economy has significant network effect.It can effectively reduce social and economic transaction costs and promote economic growth and social change.Chinese society is in the stage of digital network and digital society,so China needs strengthening the construction of digital infrastructure,narrowing the gap of regional digital economy,and giving full play to digital enabling platform.
