建设工程企业串标行为的多主体仿真研究

摘要 串标是招投标过程中的一种合谋行为,其存在不仅严重侵害了招标单位的利益,同时也阻碍了建筑市场的健康有序发展。本文基于多主体仿真理论与方法,运用Netlogo平台建立建设工程企业招投标仿真模型,分析企业串标行为对企业生存发展和行业演化的影响。研究发现,在当前建设工程行业条件下,企业串标行为有助于提高其生存几率,但不利于其资本积累,在极端情况下可能导致全行业亏损;提高串标罚金比例能够打击串标行为,但当前法律规定的罚金比例过低;扩大投资有利于投标企业生存,但不利于正常投标企业的发展;无论是否存在串标,行业内企业数量与企业资本积累之间存在反向变动关系。 Bid-rigging is a kind of collusive behavior in the bidding process.Its existence not only seriously infringes the interests of bidding units,but also hinders the healthy and orderly development of the construction market.Based on the theory and method of multi-agent simulation,this paper uses Netlogo platform to establish a bidding simulation model for construction engineering enterprises,and analyzes the impact of corporate bid-rigging behavior on the survival and development of enterprises and the evolution of the industry.The study finds that under the current conditions,the bidrigging behavior of enterprises is conducive to improving their survival probability,but detrimental to their capital accumulation.Bid-rigging behaviors may lead to significant losses to the entire industry in extreme cases;increasing the proportion of fines can restrain bid-rigging behaviors,but the proportion of fines stipulated by the current law is relatively low;increasing investment are beneficial to the survival of bidding enterprises,but harms the long-term development of normal bidding enterprises;whether there is bid-rigging or not,a reverse variation relationship exists between the number of enterprises and the accumulation of enterprise capital in the industry.
