乡村振兴背景下农业科技创新资源配置效率研究——以浙江省为例

Research on the Efficiency of Agricultural S&T Innovation Resource Allocation for Rural Revitalization:Case Study of Zhejiang Province

在乡村振兴背景下,农业科技创新资源的内涵和边界进一步拓展。本文从"基础性与建设性、创新性与发展性、经济性与生态性"层面梳理农业科技创新资源指标,并基于"投入/产出"视角确立评价体系,进而综合运用BC^2模型、超效率数据包络模型、Malmqusit指数模型评价浙江省55个样本县域在2015~2018年的农业科技创新资源配置效率。根据评价结果,从建立农业协同创新联盟、强化区域均衡发展、推进原始创新、加强成果转化、推动农村金融供给侧改革等方面给出对策建议。

Under the background of rural revitalization,the connotation and boundary of agricultural science and technology innovation resources are further expanded.This paper reviews the index of agricultural S&T innovation resources from the perspective of"basic and constructive,innovation and development,economy and ecology".The evaluation system is established from the perspective of"input/output".Comprehensive application of BC^2 model,SE-DEA model and Malmqusit index model to evaluate the resource allocation efficiency of agricultural science and technology innovation in 55 sample counties in zhejiang province from 2015 to 2018.According to the results,the countermeasures and Suggestions are given from the aspects of establishing agricultural collaborative innovation alliance,strengthening regional balanced development,promoting original innovation,strengthening achievement transformation,and promoting rural financial supply-side reform.
