基于“规模-效益-创新环境”三维度的中国科技创业孵化发展评价研究

Evaluation Research of Chinese Entrepreneurship Incubation Development Based on SEI Model

针对目前国内对创业孵化发展规模、效益及运行效果均缺乏完善的动态评价体系这一问题,为帮助政府明晰创业孵化产业发展现状,构造了包含"规模—效益—创新环境"(Scale-Effectiveness-Innovative milieu,SEI)3个维度的测度指标体系,简称"SEI"评价模型。基于该模型,分别合成了中国科技创业孵化发展的古典循环指数和增长率循环指数,进一步对2007~2017年间中国创业孵化的动态发展水平进行了评价研究。结果表明:中国创业孵化事业近10年取得了长足的发展,但从各分项指数来看,创业孵化效益的发展较慢,不及规模的发展,而创新环境指数发展较快,这将为我国创业孵化事业的发展不断补充内核驱动力量,促进中国创业孵化事业的高质量发展。最后根据创业孵化发展的评价结果,提出了相应的政策建议。

At present,there is a lack of perfect dynamic evaluation system for the scale,effectiveness and operation effect of entrepreneurship incubation in China.In order to help the government clarify the development status of business incubation industry,the evaluation model of"Scale-Effectiveness-Innovative milieu"is constructed,which is referred to as"SEI"evaluation model.Based on this model,the classical cycle index and the growth rate cycle index for the development of China’s science and technology entrepreneurship incubation were synthesized respectively,and the dynamic development level of China’s entrepreneurship incubation from 2007 to 2017 was further evaluated and studied.The results showed that China’s entrepreneurship incubator has made significant development in recent ten years.However,from the point of view of sub-index,the development of effectiveness is slower than that of scale,while the development of innovation milieu index is faster,this will continuously supplement the kernel driving force for the development of China’s entrepreneurship incubator and promote the high-quality development of China’s business incubator.Finally,according to the evaluation results of business incubation development,the corresponding policy recommendations are put forward.
