摘要 绿色创新是企业产业升级的有效途径,也是实现绿色经济可持续发展的关键。本文从环境分权角度出发,探讨在分权体制下地方政府的环境规制和研发补贴对企业绿色创新的内在联系,选取70家企业作为样本,运用结构方程模型进行实证研究,结果表明:环境分权体制下,地方政府可以促进当地的企业自愿进行创新活动;环境规制和研发补贴在环境分权和绿色技术创新的关系中起到中介作用;在地方政府适宜的环境规制强度下,研发补贴可以进一步的提升企业进行绿色技术创新的积极性。以此对地方政府治理环境问题和企业合理利用政策进行产业升级提供有益参考。 Green innovation is an effective way to upgrade enterprise industry,and also the key to achieve sustainable development of green economy.From the point of view of environmental decentralization,this paper explores the internal relationship between environmental regulation and R&D subsidies of local governments and green innovation of enterprises under the decentralization system.70 enterprises are selected as samples,and an empirical study is carried out by using structural equation model.The results show that under the decentralization system,local governments can promote local enterprises.Voluntary innovation activities;environmental regulation and R&D subsidies play an intermediary role in the relationship between environmental decentralization and green technology innovation;R&D subsidies can further enhance the enthusiasm of enterprises for green technology innovation under the appropriate environmental regulation intensity of local governments.In order to provide a useful reference for local governments to govern environm ental problems and enterprises to make rational use of policies to upgrade their industries.
