国家重点生态功能区产业园区的产业结构升级研究——以河北省S工业园区为例

Studying on the Upgrading of Industrial Structure in Industrial Parks of National Key Ecological Function Zones——Taking Hebei Provinces S Industrial Park as an Example

国家重点生态功能区产业园区的"腾笼换鸟"政策不仅可以指导区域产业结构升级,而且对于全国的生态安全格局有着重要作用。本文以重点生态功能区内的具体S工业园区为例,分析该区"腾笼换鸟"政策的实施原则,运用AHP方法,在定性和定量的基础上,构建园区企业的评价指标体系,并从新公共服务理论视角出发,提出政府应发挥技术创新的引导者、信息平台的搭建者和政策制定者等角色作用,对不同类型企业发展进行差异化管理的建议,为其他类似区域的园区实施产业政策提供借鉴。

The policy of"releasing cage for new birds"in the industrial park of national key ecological function zones can not only guide regional industrial upgrading,but also play an important role in the national ecological security system.This paper,taking the specific S Industrial Park in the key ecological function zone as an example,analyzes the implementation principles of the"releasing cage for new birds"policy,and the AHP method is used to construct the enterprise evaluation index system in the area on the basis of qualitative and quantitative analysis.From the perspective of new public service theory,this paper puts forward the suggestions that the government should play the role of the facilitator of technological innovation,the builder of information platform and the policymaker to make differential management ways for the different types of enterprises.The research provides reference for the implementation of industrial policies in other similar zones.
