Financial Support,Digital Finance,and Farmers’Income Increasing in Ethnic Areas

财政支持与数字金融对推动民族地区农村经济发展具有重要的作用。文章基于2011—2021年中国民族省区的面板数据,通过灰色关联度模型和固定效应模型验证财政支持与数字金融对民族地区农村居民增收的影响,并采用面板向量自回归模型探讨变量间的互动作用关系。结果表明,民族地区财政支持与农村居民增收具有强关联性;财政支持与数字金融均能显著促进农村居民增收;财政支持在数字金融与农村居民增收之间起到正向调节作用;财政支持对农民增收的正向作用存在短暂的时滞。研究提出,在帮助民族地区农村居民增收致富过程中,要优化财政支出结构,提升财政支出绩效,推动民族地区数字金融发展,发挥财政金融协同支农效应。

Financial support and digital Finance are essential in promoting rural economic development in ethnic areas.Based on the inter-provincial panel data of ethnic provinces and regions in China from 2011 to 2021,the effects of financial support and digital Finance on the income increase of rural residents in ethnic areas are verified by the grey correlation degree and fixed effect model.It uses the panel vector autoregression model to explore the interaction between variables.The results show that financial support and digital Finance in ethnic areas are strongly correlated with rural residents’income increase;both financial support and digital Finance can significantly contribute to rural residents’income increase;financial aid plays a positive moderating role between digital Finance and rural residents’income increase;there is a short time lag in the positive effect of financial support on farmers’income increase.The study suggests that in the process of helping rural residents in ethnic areas to escape poverty and become rich,it is necessary to optimize the structure of fiscal support,improve the performance of financial expenditure,promote the development of financial inclusion in ethnic areas,and bring into play the synergistic effect of budgetary and Finance in supporting agriculture.
