国家“信易贷”平台助力我国中小微企业发展研究——以昆山“信易贷”平台为例

The Research of the“Xinyidai”National Platform Promoting the Development of the Micro and Small Enterprises in Our Country--Take Kunshan’s“Xinyidai”Platform as an Example

我国中小微企业在稳定发展、促进创新、扩大就业、改善民生等领域中扮演着重要角色,是推动国民经济持续、健康发展的推动器。但是中小微企业在发展过程中又面临融资难、融资贵的问题,由国家发展改革委建成运行的“信易贷”信用信息平台可以帮助企业缓解这一矛盾。本文介绍了美国、欧盟和日本解决中小企业融资难问题的实践,为我国建设“信易贷”平台提供了宝贵的经验。然后介绍了我国“信易贷”平台建设的现状。通过调研研究了昆山市将“信易贷”平台与金融超市相连接的创新方案,“自上而下”打破了部门之间信息不对称的情况,通过对中小微企业的金融信息服务,实现了与银行的直接融资、间接融资和其他金融服务的有机结合。最后在此基础上,提出进一步夯实公共信用信息数据库的大数据基础、加快建立信用“白名单”及“白名单”标准体系建设、优化平台大数据算法提高平台撮合效率、积极引导金融机构丰富“信易贷”产品及创新应用场景、全力抓好中小微企业惠企政策兑现、设立专门扶持中小微企业的产业发展引导基金、推动融资租赁公司进驻“信易贷”平台等政策建议,为其他地区推广“信易贷”平台提供了经验。

Micro,small and medium-sized enterprises play an important role in stable development,promoting innovation,expanding employment and improving people’s livelihood.They are the drivers of sustained and healthy development of the national economy.However,in the process of development,small,medium and micro enterprises are faced with the problem of difficult and expensive financing.The“Xinyidai”platform established and operated by the National Development and Reform Commission can help enterprises alleviate this contradiction.Based on domestic and foreign researches and analyses of our small and medium-sized enterprises financing predicament,the existing problems are sorted and concluded.Through field trip,Kunshan City’s innovative scheme of connecting the“Xinyidai”platform with the financial supermarket has broken the information asymmetry between departments‘from top to bottom’,and realized the organic combination of direct financing,indirect financing and other financial services with banks through financial information services for small,medium and micro enterprises.On this basis,six policy suggestions are put forward.For example,speed up the establishment of credit“white list”and standard system construction,improve platform servicefunctions,actively guide financial institutions to enrich“Xinyidai”products and innovative application scenarios,make full use of preferential enterprise policy,enlarge and strengthen the guiding fund for industrial development,promote financial leasing companies to enter“Xinyidai”platform and expand its financing channels.It provides experience for other regions to promote the“Xinyidai”platform.
