中国式乡村信用体系的实践探索与理论研究

Practical Exploration and Theoretical Research of Chinese Rural Credit System

乡村信用体系建设是我国社会信用体系建设的重要组成部分,乡村信用体系水平是乡村地区软实力的重要体现。开展乡村信用体系建设,对于推动乡风文明建设,增强基层党组织组织力和乡村治理水平,调动更多金融资源支持乡村振兴具有十分重要的意义。本文系统梳理了我国湖南省麻阳县、宁夏回族自治区盐池县等地构建乡村信用评价体系的实践探索,对信用的价值进行了多维分析,并在此基础上提炼出中国特色乡村信用价值论。中国式乡村信用体系的构建,需要充分发挥政府管理部门“有形之手”在信用法制、信用服务和信用网络建设中的主导作用,本文对此也提出了相关建议。

The construction of rural credit system is an important part of China’s social credit system construction and its level is an important embodiment of soft power in rural areas.Carrying out the construction of rural credit system is of great significance to promote the construction of rural civilization,enhance the organizational strength of grass-roots party organizations and rural governance,and mobilize more financial resources to support rural revitalization.This paper systematically compares the exploration practices of constructing rural credit evaluation system in Mayang County of Hunan Province and Yanchi County of Ningxia Hui Autonomous Region in China,makes a multi-dimensional analysis of the value of credit,and refines the rural credit value theory with Chinese characteristics on this basis.The construction of a rural credit system of Chinese style requires giving full play to the leading role of the“visible hand”of the government administration in the construction of credit law,credit service and credit network,and this paper also puts forward relevant suggestions.
