经过二十多年的发展,地方政府融资平台已经形成了一个特殊的企业群体,其对外融资在银行信贷和公开市场中占有重要份额。在宏观和监管政策趋紧,融资平台总体债务规模不断增加的背景下,对融资平台开展风险分层研究对金融机构和市场投资者有着非常重要的现实意义。本文以地方政府融资平台类客户为对象,借鉴内外部风险识别方法,通过相关信息数据收集、整理、分析,建立地方政府融资平台风险分层模型,为在新形势下与地方政府融资平台开展高质量合作提供有价值的分析工具。

After more than 20 years of development,the local government financing platforms have become a special business group which occupies a significant share of bank credit market and market overt.Under the background of tightening macro and regulatory policies and continuously growing overall debt scale of financing platforms,the research of risk stratification of financing platforms has very important practical significance for financial institutions and market investors.Drawing on internal and external risk identification methods,this paper collects,organizes and analyzes relevant information and data of local government financing platforms,so as to establish a risk stratification model of local government financing platforms providing a valuable analytical tool for the high-quality cooperation with local government financing platforms under the new situation.
