摘要
发展全域旅游是构建我国经济高质量发展新格局的重要战略抓手,已上升为国家战略之一。由于城乡发展不均衡,历史欠账较多,因此发展全域旅游需要社会各方的巨量资金投入。银行金融业(特别是政策性、开发性金融机构),因其资金体量大、供给保障能力强,所以对发展全域旅游至关重要。但是,目前对银行金融业如何介入、支持全域旅游项目的研究较少,相关工作尚未得到应有重视。本文基于国家开发银行江苏省分行参与支持南京市江宁区国家全域旅游示范区建设的案例资料,重点梳理了项目实施背景、金融支持方案及可持续性机制,在系统解析金融支持全域旅游发展的必要性逻辑和可行性逻辑的基础上,提出促进银行金融业更好地支持全域旅游发展的两大政策启示:组织模式创新和农村制度改革。
The development of AFOT is a recently established national strategy of China,one of whose aims is to serve as a strategic policy instrument for fostering a new pattern of China’s high-quality economic development.However,given the imbalanced urban-rural development and the notable lagging-behind of the rural part due to underinvestment over the past few decades,AFOT development demands massive sums of capital investment from all sectors.In this vein,the banking and finance sector(particularly those policy-oriented and development-oriented financial institutions)is of crucial importance,because of its voluminous capital stock and strong capital supply capability.However,the existing literature is scarce on how the banking and finance sector can engage in and thus support AFOT projects,with actually the significance of such studies remains underrecognized.Here based on the case data of a corroborative project between China Development Bank Jiangsu Branch and Jiangning District of Nanjing City,Jiangsu Province in support of the development of Jiangning as a National Demonstration Area of AFOT,this article introduces the project background and financial support scheme,and reveals the sustainability mechanisms that underlie the success of the project.Then,the article analyzes the logics of necessity and plausibility of financial support for AFOT development in relation to the Jiangning case.Lastly,this article elaborates on two main aspects of policy implications of the Jiangning case for the banking and finance sector to better help advance AFOT development:organizational mode innovation and rural institutional reform.
