科技人才评价制度对原始性创新的影响研究

A Research on the Influences of Science and Technology Talents Evaluation System on Original Innovation

摘要 原始性创新对解决高水平科技“卡脖子”问题、促进国民经济高质量发展起着至关重要的作用。科学的评价制度有助于科技人才潜心从事原始性创新研究,进而助推原创性成果的产出。本文首先将科技人才评价制度提炼为七大基本构成要素,理论探讨了其与原始性创新之间的关系;其次,通过政策文本分析法研究评价要素和政策力度对原创性成果的影响效应,结果发现,我国科技人才评价制度改革已取得了一定成效,评价要素的科学选择能促进原创性成果的产出;再次,通过对原创发达国家日本科技人才评价制度进行经验剖析,并与中国科技人才评价制度进行比较分析,进一步为我国评价制度改革提供借鉴;最后,提出深化科技人才评价制度改革、持续优化科技人才分类评价体系、规范评价专家遴选机制、落实评价结果赋能化等对策建议。 Original innovation plays an important role in solving the problem of high-tech bottleneck and promoting the high-quality economic development.Scientific and reasonable system design helps scientific and technological talents devote themselves to original innovation research,that is,scientific and technological talent evaluation system can effectively promote the production of original achievements.Firstly,this paper refines the evaluation system of scientific and technological talents into seven basic elements,and theoretically discusses the relationship between it and original innovation;Secondly,this paper uses the policy text analysis method to study the impact of the evaluation elements and policy strength on original achievements.The results show that the reform of scientific and technological talent evaluation system in China has achieved certain results,and the scientific selection of evaluation elements can promote the output of original achievements.Thirdly,this paper analyzes the evaluation system of scientific and technological talents in Japan,and compares it with that in China,so as to further provide reference for the reform of the evaluation system of scientific and technological talents in China;Finally,this paper puts forward some institutional reform suggestions,such as deepening the reform of the evaluation system of scientific and technological talents,optimizing the classified evaluation system of scientific and technological talents,improving the comprehensive quality of evaluation talents,and paying close attention to the empowerment of evaluation results and so on.
