我国公立医院融资模式的探究

Research on Financing Mode of Public Hospitals in China

公立医院是我国医疗服务的主要提供者,但由于其对外融资受到了外部政策、行业特征的双重制约,导致其发展所需的资金不足,亟待构建合规的融资模式。本文对国内外公立医院融资的研究进行了总结,并提出在构建融资模式时,应着重考虑模式合规性、对社会资本的激励约束机制这两个关键因素。在此基础上,本文针对国内实务中最常使用的PPP、租赁加分成、公司现金流这三种融资模式,分别分析了其构建要点、合规性和激励约束机制,并分析了各模式存在的问题。此外,本文针对现有融资模式存在的问题,提出了三种创新性的融资方案及其合规性依据。最后,就如何支持公立医院融资,本文分别从金融机构、卫健委、财政部门和公立医院的角度给出了对策建议。

Public hospitals are still the main providers of medical services in China.However,their external financing is restricted by both regulations and industry characteristics,causing lack of funds for their development.Therefore it is urgent to design compliant financing modes for public hospitals in China.This paper summarizes research on public hospital financing at home and abroad,and suggests that we should focus on the compliance of the financing mode as well as the incentive and restraint mechanism of social capital when constructing the financing mode.Furthermore,this paper analyzes the critical steps,the compliance and the incentive and restraint mechanism of several most commonly used financing modes in domestic practice,combining with problems existing in each mode.In addition,in view of the problems in those financing mode,this paper puts forward three innovative financing modes with their compliance basis.Finally,this paper suggests how to support the financing of public hospitals from the perspectives of financial institutions,health commission,financial departments and public hospitals.
