Study on Financial Innovation in Realizing the Value of Ecosystem Products

生态产品价值实现机制是践行绿水青山就是金山银山理念的关键路径。作为经济发展的核心组成部分,金融对于生态产品价值实现的重要性不言而喻。本文对金融支持生态产品价值实现的研究现状作了综述,深入分析了金融支持生态产品价值实现的作用机理,主要包括资金支持机制、资源配置机制、生态征信机制、风险管理机制、市场定价机制。本文总结了全国首个生态产品价值实现机制试点—浙江省丽水市在金融助推生态产品价值实现的探索经验,验证了金融通过上述机制对生态产品价值实现起到了重要支持作用,同时剖析了实践中存在的资金支持总量不足、法律法规不健全、配套政策不完善等问题,提出了金融创新生态产品价值实现路径的相关政策建议。

The value realization mechanism of ecosystem products is the key to acting on the understanding that lucid waters and lush mountains are invaluable assets.As a core component of economic development,it goes without saying that finance is indispensable for realizing the value of ecosystem products.This paper summarizes the research results on the role of finance in realizing the value of ecosystem products,and deeply analyzes the function mechanisms of finance in realizing the value of ecosystem products,which includes fund support mechanism,resource allocation mechanism,ecological credit information mechanism,risk management mechanism and market pricing mechanism.This paper summarizes the exploration experience of Lishui City,Zhejiang Province,which is the first pilot project of the value realization mechanism of ecosystem products in China.It proves that finance plays an important role in supporting the value realization of ecosystem products.At the same time,it analyzes the problems existing in practice,such as shortage of total funds,imperfects of laws and regulations,defects of supporting policies,etc.,and puts forward relevant policy suggestions on financial innovation in realizing the value of ecosystem products.
