Principle and Method of Promoting the Strategic Emerging Industries By New Infrastructure Construction From the Perspective of Industrial Cycle and Technological Innovation

战略新兴产业不断涌现和发展是经济可持续发展的内在动力,然而战略新兴产业存在着市场竞争力弱、技术不成熟等一系列不足,商业化融资普遍较为困难。新型基础设施建设是推动战略新兴产业在经济中实现扩散和部署的关键环节,也是当前党中央、国务院"六稳""六保"的重要举措之一,这正是开发性金融支持的重点领域。本文从产业周期和技术创新角度论述了新型基础设施建设促进战略新兴产业发展的作用原理,并分析了开发性金融与新型基础设施建设的内在契合关系,指出开发性金融支持新型基础设施建设就是推动战略新兴产业发展,并结合融资属性探讨了开发性金融支持新型基础设施建设的内容和途径,提出了相关政策建议。

Industrial development,especially strategic emerging industries,is the decisive force for the long-term sustainable development of the economy.However,there are a series of deficiencies in strategic emerging industries,such as weak market competitiveness,immature technology,and so on.Commercial financing is generally difficult in this field.The construction of new infrastructure is a key link to promote the diffusion and deployment of strategic emerging industries in the economy.It is also one of the important measures taken by the Party and the Central Government to achieve“six stability”and“six guarantees”,which is the key area of development financial support.From the perspective of industrial cycle and technological innovation,this paper discusses the principle of the role of new infrastructure construction in promoting the development of strategic emerging industries,analyzes the internal fit between development finance and new infrastructure construction,points out that development finance supporting new infrastructure construction is promoting the development of strategic emerging industries,and discusses the development finance supporting new infrastructure in combination with financing attributes The contents and methods of facilities construction,and the relevant policy recommendations.
