关于绿色金融标准、信息披露、评价等有关问题的思考

Reflections on Standards, Information Disclosure, Evaluation of Green Finance

绿色发展离不开绿色金融的支持。本文根据国家开发银行实践经验,围绕绿色金融顶层设计,在完善绿色金融标准体系、健全信息披露机制、设立市场化信息核查、建立评价奖惩机制、丰富绿色金融产品等方面,探讨在建立绿色金融体系中,如何推动绿色金融实现"可测度、可核查、可验证",以提升绿色金融的实际效果,并为开发性金融机构发挥绿色金融引领和建设作用提出措施建议。

Green development is inseparable from the support of green finance.In order to enhance the practical effect of green finance,achieving“measurability,evaluability,verifiability”,this article bases on experiences of China Development Bank,focuses on the top-level design of green finance,and discusses how to explore establishment of green finance system,in terms of perfecting finance green standards,improving the information disclosure mechanism,establishing marketization information verification,evaluation rewards and punishments,enriching green financial products.Meanwhile,proposing measures to play a leading and constructive role of green finance for China Development Bank.
