开发性金融支持乡村振兴战略的若干思考

Thoughts on Development Finance Supporting Rural Revitalization Strategy

党中央、国务院对新时期全面推进乡村振兴作出了新部署。本文按照党中央、国务院精神,从保障国家粮食安全、解决城乡二元结构问题、巩固拓展脱贫攻坚成果、构建国内大循环、新发展格局和挖掘弘扬传统文化五个方面阐释了实施乡村振兴战略的重大意义。从国家开发银行的战略定位、国际开发性金融机构的使命宗旨、国家开发银行的改革发展和具备的基础条件四个方面分析了开发性金融支持乡村振兴的必要性和优势。在此基础上,提出了国家开发银行"五个围绕,五个促进"的基本工作思路,并提出了八个重点支持领域和五个工作措施,期望为"十四五"支持乡村振兴提供借鉴。

The Central Committee of CCP and China’s State Council have made new arrangements for comprehensively promoting rural revitalization in the new period.Combining the spirit of the Central Committee of CCP and the State Council,this article illustrates the significance of implementing the rural revitalization strategy from five aspects:ensuring national food security,solving the problem of the dual structure of urban and rural areas,consolidating and expanding the achievements of poverty alleviation,building a new development pattern of domestic large-scale circulation,and exploring and promoting traditional culture.It then analyzes the necessities and advantages of development finance to support rural revitalization from four aspects:the strategic positioning of China Development Bank(CDB),the mission and purpose of the international development financial institution,the reform and development of CDB in the new era,and the available basic conditions of CDB.On the basis of the analysis above,this article puts forward for the CDB the basic ideas of supporting rural revitalization,eight key support areas and five work measures,expecting to provide guidance and reference to support national rural revitalization strategy in the coming 14 th FiveYear Plan period.
